Yes. You can use Canva's image editor to outline an image.
To do this, first select the image you want to edit. Then, click on the "Edit" button in the top-right corner of the image.
In the image editor, click on the "Effects" button (it looks like a sun). Then, select the "Outline" effect.
You can then use the slider to adjust the thickness of the outline.
