What is the difference between a line editor and a screen editor?

A line editor is a type of editor who looks at a manuscript and makes suggestions for improving the writing, such as suggesting changes to sentence structure, word choice, and so on. A line editor is different from a copy editor, who looks at a manuscript and makes suggestions for improving the grammar, punctuation, and so on. I'm curious as to what others think a line editor does. Do you think a line editor is necessary? Why or why not?
